Most panel shops have one approach to rust. Grind it back, fill it, paint it. Looks tidy on the day the vehicle leaves the workshop. The rust comes back inside twelve months, the WOF fails again, and the owner ends up paying twice or watching the vehicle slide toward write-off.

Rust isn't a paint problem. It's a steel problem. Surface treatment doesn't address the cause, which is moisture sitting against bare metal underneath the paint, the seam sealer, or the trim. By the time you can see rust bubbling through the panel, the steel underneath has usually rotted through. Painting over it traps the moisture and accelerates the corrosion. The cheap rust job is the most expensive thing you can do to a vehicle.
